i have a friend with a large dog thats to be fixed and she does not have much money do you give vouchers to help for the cost

You have to contact the city through the Long Beach website. They supposedly give vouchers (you have to submit an application online for it) but it can take a while for anyone to get back to you. I would also encourage you to call and ask over the phone if the voucher takes too long- they did mention to me that they sometimes have some extra funds that they can use to help those in need.
